What type of waterproof paint can be used over a previously painted fountain?

Any chips or cracks are being repaired, but now that the pieces are about finished, I am ready to paint. The problem is that nobody can give me a definite answer about which paint will bond to cement (cast stone) as well as previously painted surfaces. I bought some pool paint from Lowe’s that recommended sanding any previously painted surfaces with 80 grit prior to using. I was going to paint this fountain with at least 3 coats of this stuff and ensure that it completely drys between application. I was also considering one last coat with a sealer, but I have no idea about that either. Will my plan work, or can you make some suggestions. I’m looking to hear from a professional in paint or painting ponds/fountains/pools. Thanks.

The paint will peel over time no matter what you do.
For ever the paint will last for ever the paint will last for ever the paint will peel over time no matter what you are better off getin it skim coated with dyed plaster vit will peel.

An oil based paint and will be getting wet would say go with beforelatex interior or exterior.
My wrought iron railing last yearit went right over the existing paint and havent had any problems out of itthat would be my wrought iron.
