how do you make outdoors rocks to go around a pond?

I want to redo my small pond with rocks. saw on tv about a product put on to chicken wire which is molden to the shape that you want. then you brush this product and paint color of choice. it can be left out in the weather–rain and snow. but i didn’t get the name of the product.

    The below first and stains wow generally there are forms for pouring concrete now years er decades ago we were experimenting with concrete rocks and fiberglass.
